While my main computer is on the fritz currently, and I have no sound, the description reminds me deeply of TechnoViking: defender of all that is good, rave music, and fair maidens with blue hair.
Alas, we don't live in Germany. Which is the lesser known home for weird TV (the top, of course, is Japan). I definitely have another YouTube clip of another German show where a guy was throwing plungers at peoples back to try and get them to stick.
