Whoopsie, looks like someone didn't have their underwater materia equipped! (OK, so in the game you only needed it for one fight... but I leveled it up anyways...) I bet that's Zack's next birthday present from Seph though, with firm instructions on never being without it ever again. It goes in the collar. :D
